The Murrieta City Council will take up new hillside development rules, capital budget changes and an updated e-bike ordinance when it meets Tuesday, Sept. 15, at 4 p.m. at City Hall.
The biggest agenda item is a public hearing on proposed Ordinance No. 638-26, which would revise hillside development standards across the city. The ordinance would amend two titles of the Murrieta Municipal Code and one title of the Murrieta Development Code, and add a new Hillside Overlay Map, according to the meeting agenda. Staff recommends the council conduct a first reading and introduce the ordinance.
The proposed changes trace back to case DCA-2021-2396. Staff says the ordinance is consistent with environmental reviews tied to the city's Comprehensive Development Code and the Murrieta General Plan.
Also on the agenda is a discussion of proposed adjustments to the fiscal year 2026/27 Capital Improvement Program budget. The agenda does not detail which projects or dollar amounts would change; the full staff report was not available at the time of publication.
The consent calendar includes eight items. Among them:
- A $364,310 purchase order to Michael Baker International for engineering design on the Murrieta Police Department Parking Lot Expansion Project, plus a 10% contingency of $36,431.
- The second reading and adoption of Ordinance No. 637-26, updating city rules on bicycles, e-bikes and e-scooters.
- An amended compensation and benefits plan for management, professional and confidential employees.
- A first amendment to the Murrieta Supervisors' Association contract for 2024–27, raising the monthly health contribution and updating the list of MSA-represented classifications.
City Manager Justin Clifton's administrative update includes a Police Department report on a kratom ordinance update. No additional detail on the kratom item appeared in the agenda.
Mayor Jon Levell will preside. Mayor Pro Tem Ron Holliday and Council Members Lisa DeForest, Lori Stone and Cindy Warren round out the dais.
After the regular meeting, the council will go into closed session on two items: a conference with City Attorney Tiffany Israel on anticipated litigation involving three cases and labor negotiations with the Murrieta Supervisors' Association.
